No, no. The President shall appoint, but the Senate has to ratify the appointment by a simple majority of votes cast. The same applies to the ambassadors, cabinet members, advisers, etc.
It is always the choice of the president. There are no judicial or political position in the U.S., can choose his successor. It would be like ... Feudalism, or something.
